(Reuters) - Actavis Plc on Monday said it has sued the U.S. Food and Drug Administration, challenging its decision to award exclusive rights to Teva Pharmaceutical Industries Ltd to sell a generic version of Pfizer Inc's blockbuster painkiller Celebrex.
